The Panel of ReferenceThe Panel of Reference was established by Archbishop Rowan Williams in response to the request of the Primates and Moderators of the Provinces of the Anglican Communion in their Communiqué issued from Dromantine, Northern Ireland, in February 2005. On receipt of referrals from the Archbishop of Canterbury, the Panel explores and reports on situations where there is serious dispute concerning the adequacy of pastoral provisions made by any churches for a dissenting group within its diocesan or provincial life.
